February 5, 2026 - SKa Round Table - State aid for project development: where is there room for maneuver?
On Thursday, February 5, 2026, we are organizing an SKa Round Table on state aid for project development. We would like to invite you to join our Round Table to catch up and exchange ideas on current challenges surrounding this theme.
The challenges surrounding the built environment are considerable. A million homes need to be built by 2030, neighborhoods need to be disconnected from gas, and the nitrogen crisis has yet to be resolved. Governments and initiators have an important role to play in this. Municipalities, project developers, and housing associations will have to build homes, many of which must be affordable. Municipalities are also expected to stimulate the heat transition.
All these tasks require funding. The government makes funds available to municipalities, such as with the recently launched Realization Incentive. Municipalities and beneficiary developers/housing associations will nevertheless always have to comply with state aid rules. Otherwise, there is a risk that the aid will be reclaimed or that the agreements will even be declared null and void. Fortunately, in practice, the scope for granting aid is often greater than expected and is continuing to increase. The DAEB rules for affordable housing will soon be relaxed, and the rules for granting small amounts of aid (de minimis aid) will also change as of January 1, 2026. In short, with good and up-to-date knowledge of the scope offered by state aid rules, a lot is possible!
During the Round Table, we will update you on these and other current developments and we would like to exchange ideas with you on topics such as:
- How can subsidy funds be obtained under the Realization Incentive? And what obligations apply to municipalities and beneficiary developers/housing associations?
- What will be possible with the expansion of the DAEB frameworks for housing construction?
- What will be required in order to grant de minimis aid?
- What options are available for providing state aid to stimulate heat networks?
- What scope do state aid rules offer for granting compensation (buyout/relocation)?
- What does the new Division ruling mean for the granting of scarce subsidies?
