On Thursday, May 15, 2025 Straatman Koster advocaten is organizing a new Round Table of SKa. This time the Roundtable will focus on energy challenges and their major impact on area developments and the physical environment. How can we deal with grid congestion? How can municipalities adequately manage the heat transition and what instruments do the Environment Act and the new Energy Act offer to stimulate the energy transition? We zoom in on the bottlenecks in practice and the legal instruments to remedy them.

    • Contribution of an external speaker on the challenges of grid congestion for the Netherlands' major construction challenges

15:50-16:50: Breakout session: steering the heat transition

In this partial session, we will talk with you about opportunities to effectively manage the heat transition, including the following topics:

    • The Collective Heat Act (Wcw) coming up: what are the frameworks of the Wcw for the development of collective heat systems?
    • Municipal management of heat transition: what instruments do the WCW, the Municipal Instruments for Heat Transition Act (Wgiw) and the Environment Act offer?
    • The position of heat companies: on their changing role and tasks and the unsuspected consequences of procurement law.
    • Practical experiences: how do market parties deal with the WCW and public majority interest? Looking through to effects on area and project development.

Break-out session: steering for energy transition in area developments

In this partial session, we will talk to you about the opportunities for managing energy transition in environmental projects, including the following topics:

    • Regulation or planning? What control instruments does environmental law offer and where is the boundary with the rules energy law? Some insights from practice.
    • What to expect from the Energy Act? A discussion of some new tools for governments to manage energy transition.
    • The battle for network access: prioritization for congestion easers and social services. What can we (still) expect from the ACM's prioritization framework?
    • Alternatives to grid connection: the GDS, direct line or MLOEA? Field experiences.
